Petrobras announces investment of R$37 billion in São Paulo

President Luiz Inácio Lula da Silva visited the Paulínia Refinery (Replan) and announced an investment of R$37 billion in the state of São Paulo, expected to generate approximately 38 000 direct and indirect jobs. This investment will strengthen the company's position in the state, highlighting innovative projects in refining, biorefining, E&P, decarbonisation, and sustainable energy generation.

Part of this amount ( R$6 billion) will be invested in Replan, Petrobras' largest refinery, responsible for supplying more than 30% of Brazilian territory. Based on its annual revenue, the refinery represents approximately 1% of Brazil's GDP.

“The refineries in São Paulo are responsible for 50% of Petrobras's production of refined products, and four cities in São Paulo are among the ten largest recipients of Petrobras taxes, precisely those that house our refineries. All of this generates direct and indirect employment and income,” stated the president of Petrobras, Magda Chambriard.

At the event, Petrobras signed an agreement to sponsor the Football Museum in São Paulo. The company sponsors the Museum through the Federal Law for Cultural Incentive – Lei Rouanet, enabling the expansion of cultural and educational activities. As part of the preparations for the Women's World Cup, which will take place in Brazil in 2027, a travelling exhibition will be held, touring four Brazilian cities in 1H27.

Increase in diesel production and supply

With completion scheduled for 2027, the project to expand the processing capacity of Replan will enable an increase in production from the current 434 000 bpd to 459 000 bpd, an increase of 5%.

In addition to the increased processing capacity planned for next year, Petrobras has already completed the construction of a Diesel Hydrotreating Unit at Replan , which began operations in 2025 and received an investment of R$2.1 billion. The plant increased national production of S-10 Diesel by 10% , significantly contributing to reducing dependence on the international market for this product.

Investments in energy transition

In addition to investments in S-10 diesel production, another Hydrotreating Unit will be adapted to produce SAF, a sustainable aviation fuel developed through the co-processing of waste and oils of animal and vegetable origin, with a significant reduction in emissions throughout the chain. The unit is expected to be operational by the end of this year.

With a projected start-up after 2030, the construction of a dedicated ATJ (Alcohol to Jet) plant will allow the use of innovative technology for the production of SAF (Sustainable Agricultural Fiber) using ethanol as a raw material. Another initiative, aimed at generating clean energy for the refinery's consumption, is the installation of a photovoltaic plant , scheduled to begin operating in December 2026.

More investments for the state of São Paulo

In addition to Replan, other refineries, E&P (exploration and production) and logistics will receive significant investments, contributing to the development of various regions of the state:

  • Implementation of a sustainable agricultural production and renewable diesel unit at RPBC (Cubatão), with expected start-up by 2030.
  • Expansion of the diesel hydrotreating unit at Revap (São José dos Campos), impacting the increase in S-10 diesel production. The unit is already operational and contributes to reducing dependence on imported diesel.
  • Increased capacity of the waste fluid catalytic cracking unit at Recap (Mauá), allowing for more efficient use of pre-salt oils. Project scheduled for completion in 2028.
  • Implementation of the OBAPI (Barueri-Pilões) oil pipeline, which will pass through 13 municipalities in São Paulo and will strengthen the logistics of transporting petroleum products, reducing socio-environmental risks.
  • Construction of a new pier at the Santos Waterway Terminal and installation of tanks for B24 bunker fuel, improving port logistics, generating greater capacity for handling petroleum products and increasing efficiency in national supply.
  • Investments in the Santos Basin in complementary and exploratory wells, as well as operational maintenance. The main fields to receive funding are Sapinhoá, Mexilhão, and Aram.
