Zimar Group to build refinery and petrochemical complex in Niger

Zimar Group is set to build a US$1.9 billion refinery and petrochemical complex in Dosso, southerwestern Niger, according to various media outlets. The facility is expected to have a production capacity of 100 000 bpd.

The agreement was signed on 15 August 2026, between Niger and Zimar Group, alongside its partner High Tech.

The 16-year agreement covers the design, financing, construction, operation, and transfer of the refinery to the Niger government. Construction is expected to take three years and will operate for a further 13 years before transfer to the state of Niger. Plans for construction also include pipelines, storage capabilities, and petrochemical facilities. Upon completion, Niger will be able to expand its crude exports to offer more refined products for wider markets.

Once operational, the facility is set to be the third-largest refinery in West Africa, behind Dagonte Refinery in Nigeria (7000 000 bpd) and the Sentuo Oil Refinery in Ghana (120 000 bpd).

Currently, the Zinder refinery in Niger can process 20 000 bpd but once the Dosso facility is completed, it is expected to offer five times that capacity, massively increasing the country's processing capacity.
