Mexican President speaks at ceremony held at site of new Dos Bocas refinery

During an event commissioning the work to prepare the site where the new refinery in Dos Bocas will be built, the President of Mexico, Andrés Manuel López Obrador, stated that the construction project will be an act of justice for the state of Tabasco and the south-east of Mexico. These regions are a source of natural and energy resources in Mexico, but have been overlooked for many years.

The President expressed that the decision to build this new refinery in Dos Bocas and to modernise the six existing refineries, will allow the company to achieve self-sufficiency in gasoline and diesel fuel production in the medium term, and so will be able to offer better process of these fuels to consumers. Therefore, he urged Petróleos Mexicanos to continue producing oil products using the various projects that are currently being executed.

During the ceremony, Octavio Romero Oropeza, the CEO of Petróleos Mexicanos, gave assurances that the new refinery project in Dos Bocas marks the starting point of the recovery of the country’s national security, with the full exercise of sovereignty regarding energy resources, particularly Mexican oil. “This new refinery will significantly increase our national fuel offer, and the rehabilitation of the six refineries that today make up the National Refinery System, will cover the growing demand from the Mexican economy,” he pointed out.

Romero Oropeza stated that, among the attributes that the port of Dos Bocas has to offer for the development of this project, the south-east of the country is a strategic region containing many raw sources for energy production and the site also has the advantage of having oil production and maritime infrastructure already in place, which will be used for the development of the project itself. Another reason is that, “the population of the region has assimilated to oil production activities for almost half a century, so the project is being enthusiastically supported, and this reflects full social support of the new refinery,” he said.

He reminded those assembled that in December 2018, the board of directors of Petróleos Mexicanos approved the construction of a refinery in Dos Bocas, in the state of Tabasco, and that this is part of the Institutional Strategic Proposal of Pemex Transformación Industrial (Pemex Industrial Transformation), which is in turn a part of the business plan of Petróleos Mexicanos. In a recent session, the case of the business of the new refinery in Dos Bocas was approved.

Furthermore, Romero Oropeza pointed out that Pemex continues compiling the necessary documentation about technical and regulatory requirements in due time and form, to comply with the applicable law on the matter, as well as to meet international standards.

The head of Pemex reiterated that each of the phases of the project’s development will be completed in close proximity with the population and the authorities of the region, and that the company will “source as many local workers and construction materials as possible.” Additionally, water works, as well as the cleaning of the Rio Seco, wastewater treatment facilities, and drainage and sewage works will be installed to benefit the community, which will be added to the actions considered as part of the project.
