SAR signs an agreement with Yamata

Société Africaine de Raffinage (SAR) has signed an agreement with Yamata for the construction of a second refinery and upgrades to the Mbao refinery, Senegal.

On the sidelines of the 81st session of the United Nations General Assembly, the President of Senegal, His Excellency Bassirou Diomaye Faye, chaired, on 23 September 2026, the signing of a memorandum of understanding (MoU) between the SAR and the Turkish company Yamata.

Signed by the DG of SAR, Mamadou Abib Diop, and the CEO of Yamata, Cengiz Duyar, the agreement covers the construction of a second refinery of 4 million tpy and the modernisation of the Mbao refinery. The investment is estimated at between US$2 billion and US$3 billion for the new refinery and between US$300 million and US$500 million for the modernisation of the existing facility.

Designed in particular to process Sangomar crude, this new refinery should strengthen the supply of the national market and open up new prospects on the sub-regional market.

The project also includes developments in petrochemicals and the creation of more than 15 000 direct jobs during the construction phase.

Through this partnership, the SAR strengthens its role as a strategic player in Senegal's industrial and energy transformation.
