President López Obrador announces Mexican National Refining Plan

The President of Mexico, Andrés Manuel López Obrador, has announced the National Refining Plan, which includes the rehabilitation of six Petróleos Mexicanos refineries, and the construction of one more in Dos Bocas, Municipality of Paraíso, Tabasco, in an effort to guarantee the nation's energy sovereignty.

During the announcement, which took place at the Dos Bocas Maritime Terminal, President López Obrador presented the details of the strategy that aims to increase fuel production, improve refining processes and renew oil installations.

It is estimated that as a whole the seven refineries, including the Dos Bocas, will, by 2022, process 1.863 million bpd of crude oil, which would obtain around 781 000 bpd of gasoline and 560 000 bpd of diesel.

With this project, the Minatitlán, Salamanca, Tula, Cadereyta, Madero and Salina Cruz refineries will be able to process 1.54 million bpd of oil.

In addition, the Dos Bocas refinery will have 17 processing plants, 93 tanks and spheres and a self-sufficient power generation system.

Dos Bocas will process 340 000 bpd of crude oil, produce 170 000 bpd of gasoline and 120 000 bpd of ultra low sulfur diesel. This refinery will reach a production equivalent to almost 30% of the gasoline currently imported into Mexico.
