Belgium
Early last week an explosion at a Belgium refinery caused the death of two people and closed down part of the plant’s operations. So far, the cause of the accident has not been confirmed but there is no danger to the refinery’s neighbours.

Egypt
GE and Carbon Holdings will provide technology and equity support for a Greenfield naphtha cracker and olefins complex. The project is being executed in Ain Sokhna by Tahrir Petrochemicals. Under the US$ 500 million agreement GE will provide equity financing and advanced technologies.

India
Roop Kishore Agarwal, deputy accounts manager at the Mathura refinery was found dead in his office last week. The cause of death of the 58 year old is not yet down and is not likely to be known until after a postmortem.

Nigeria
Engineers India Limited and Dangote Group have now reached an understanding with regards to services for a new refinery and petrochemical plant in Nigeria. EIL is going to provide project management consultancy and engineering, procurement and construction management services for a 400 000 bpd refinery and 600 000 tpy polypropylene plant. The agreement is valued at US$ 139 million and is being described as EIL’s biggest single consultancy agreement.

The Niger Delta Joint Task Force (JTF), under operation Pulo Shield has dismantled 59 illegal refineries, seized four vessels and arrested seven suspects. The JTF also dismantled a militant camp in the Bakassi Local Government Area.

By the end of Q1 2014, the Nigerian government has announced plans to sell all four refineries. This will mean that the country’s refining industry is completely privatised.

USA
In a law suit over the insurance coverage involving the suffocation of two workers inside a tank, a Delaware judge has ruled in favour of the owners of the Delaware City refinery. Premcor Refinery Group has been granted summary judgement against various contractors and their insurance carriers.
