Prime Minister Mark Rutte of the Netherlands met with IEA Executive Director Fatih Birol on 4 April in The Hague. Discussions focussed on the current state of energy markets and the possible impacts of low energy prices on the implementation of the international climate agreement reached at COP21 in Paris.

Prime Minister Rutte voiced strong support for the IEA’s new open doors policy towards deeper and wider ranging collaboration with emerging economies and shared productive discussions with Birol on the other main elements of IEA modernisation. Other topics covered during the meeting included options to reform the European Emissions Trading System (ETS) to ensure strong signals are in place to incentivise energy investment and the need to foster multilateral technology cooperation through initiatives such as Mission Innovation.

Earlier in the day, Birol delivered a keynote presentation to the Interparliamentary Conference on Energy and Innovation. Birol’s presentation outlined the IEA inputs and support for the current Dutch Presidency of the Council of the European Union.

The conference, organised by the Dutch Presidency, was attended by legislators dealing with energy and climate change from the 28 national parliaments in the EU as well as members of the European Parliament. Other speakers included European Commission Vice President Maros Sefcovic, European Commissioner for Environment, Maritime Affairs and Fisheries Karmenu Vella, and Dutch Minister of Economic Affairs Henk Kamp.

On the margins of the conference, Birol met with Minister Kamp and with Lilianne Ploumen, Minister for Foreign Trade and Development. Birol and Minister Ploumen discussed the IEA’s open doors policy, the energy transition in a low oil price environment, as well as opportunities to cooperate on energy access, notably clean cooking.
