Brazil

Dilma Rousseff, Brazilian President has said that a new refinery will be built in Pernambuco. The plant was originally a joint venture between Brazil and Venezuela. The facility is expected to be online in March 2015 with a processing capacity of 230 000 bpd.

California

Valero Energy Corp. made a flaring notification with the South Coast Air Quality Management district earlier this week. The flaring was related to repair works being carried out on valves at a storage facility in the Wilmington refinery.

China

Saudi Aramco has said that it is still committed to plans announced to construct a refinery in Yunnan Province, China. The facility will have a processing capacity of 200 000 bpd.

North Dakota

Ground has been broken in North Dakota for the construction of a Greenfield diesel refinery. The facility is being constructed under an equal joint venture between Calumet Speciality Products and MDU. The facility is requiring investment of US$ 300 million.

South Africa

Petro SA of South Africa and China Petroleum & Chemical Corp. have signed a framework agreement for the construction of a refinery in the country. Once completed the US$ 10 billion Mthombo refinery will have a processing capacity of 400 000 bpd.

West Virginia 

Ergon Inc. has received preliminary approval from environmental officials in West Virginia for the expansion of a refinery in Newell. The US$ 78 million project will begin in April 2014.
