China begins construction work on Tajikistan refinery

According to local press reports, Chinese company Dong Ying Heli Investment and Development Co. Ltd is expected to start construction work on a new oil refinery in Tajikistan over the coming days. The facility, which will produce Euro-3 standard gasoline and diesel fuel, will be located in the Danghara free economic zone (FEZ), in Khatlon Province.

Dong Ying Heli Investment and Development Co. Ltd has already completed the design and excavation works and fenced off the land for the future refinery, said Safarali Taifurov, Deputy Director of the Danghara FEZ. In addition, the Chinese company has purchased equipment worth US$25 million from German, Italian and Chinese suppliers, and is currently in the process of delivering the machinery to Tajikistan.

During the first stage of the project, which will cost approximately US$160 million, capacity is expected to reach 500 000 tpy of crude oil. The second stage, which will cost some US$300 million, will see the facility reach a capacity of 1.2 million tpy. The refinery’s first production unit is due to be commissioned by late 2015, and all construction work is expected to be completed by the end of 2018.
