The shipment represents the transformation of our partners’ shared vision into reality and lays an important foundation for HAPCO’s future. We look forward to building HAPCO into a world-class integrated refining and chemicals complex that creates long-term value and contributes to the high-quality development of the industry.”

Jia Fei, Chairman and Party Secretary of Panjin Xincheng, noted: “The arrival of the first Arabian crude oil shipment is a critical step in HAPCO’s pre-production preparation phase and reflects the strong support and close coordination among all partners. It reinforces our shared objective of developing a world‑class petrochemical complex that will serve the long‑term industrial needs. For Panjin, the project carries particular significance as it supports the expansion of higher‑value products and fine chemicals, strengthens the integration of refining and chemical industries, and advances the city’s ambition to build a nationally recognised petrochemical and fine chemicals industry base.”

HAPCO, a joint venture among North Huajin (51%), Panjin Xincheng (19%), and Aramco (30%), is developing a complex that is expected to combine a 300 000 bpd refinery and a petrochemical plant with a production capacity of 1.65 million tpy of ethylene and 2 million tpy of paraxylene.
