Argentina

Units at the Campana refinery, operated by Axion Energy have been halted as part of maintenance work at the plant. The crude distillation unit and other processing units have been taken off line and are not expected to return to operation until the second week in April.

Brazil

It has been suggested that refineries currently under construction by Petrobras could produce enough diesel to allow Brazil to end imports of the product by 2016. By 2016, the company are looking to add 395 000 bpd of crude oil refining capacity.

USA

A new round of public comment is to follow the reissue of a report commenting on the environmental impacts of a rail expansion at a refinery in Central California. The Phillips 66 Santa Maria refinery rail spur extension project will deliver crude by rail, with trains of 80 cars, which worries residents in the East Bay area.

An oil spill has occurred in Lake Michigan. BP notified the federal government’s National Response Center of the leak at the Whiting refinery after discovering that oil was leaking into the lake. The leak was caused by a malfunction in the refinery’s cooling water system.

Calumet Montana Refining is seeking permission from the Department of Environmental Quality to ship 14 200 yd3 of lead and petroleum contaminated soil to a landfill in Indiana. The soil will be transported to the site which is permitted to handle hazardous waste from the Great Falls refinery.

Valero is going to pay US$ 183 000 to settle air quality violations at the Benicia refinery. The penalty covers notices of violations that occurred in 2011 and 2010.
