Dubai
China Sonagol and Dubai have signed a Memorandum of Understanding to build an oil refinery in the emirate. The plant will hopefully help meet ever increasing domestic demand for crude oil products. This will be the second refinery for Dubai.
India
The death toll at the cooling tower fire at the Hindustan Petroleum Corporation Limited’s Visakha refinery reached 28 on Monday 23rd September. There are 12 surviving victims who were last reportedly in a stable condition.
Libya
Routine maintenance has begun at the Zawiya refinery. The plant has a processing capacity of 120 000 bpd and was only operating at 70 – 80% during the recent crisis in the country. The length of the maintenance period is not currently known.
Saudi Arabia
Rabigh Refining and Petrochemical Company have restarted all units at the Rabigh complex. The facility shutdown units on 11th September following a power outage. The power was fortunately restored on 15th September and the plant should be running at full capacity by the first week of October. The facility is home to a 400 000 bpd refinery, 1.3 million tpy ethane cracker and other units.
Yemen
Aden Refinery Co has purchased 720 000 t of high sulfur gasoline for delivery throughout October to December. The cargoes have been purchased from Independent Petroleum Group of Kuwait, BB Energy, Energen, Vitol and Trafigura.
