California

Tesoro Corp. has agreed to pay US$ 500 000 in fines for dozens of air pollution violations at its refinery in Martinez. District officials say emissions from the Golden Eagle refinery often exceeded air quality standards for carbon monoxide, soot and other pollutants between 2006 and 2009. The refinery was also fined for failing to fix leaky equipment and failing to properly sample and monitor pollution during that period. In total, Tesoro received 46 citations.

Delaware

PBF Energy Company LLC reported a release of sulfur dioxide at its oil refinery in Delaware City to state environmental regulators on 23 July.

Illinois

ExxonMobil confirmed on July 25 that an equipment malfunction occurred at the Joliet complex in Channahon. The incident, which triggered nitrogen oxide and nitrogen dioxide emissions from a safety flare stack, occurred on July 24.

Montana

ConocoPhillips will resume shipment of oversized parts to its refinery in Billings on July 25. The company will then install the giant coker drums during a turnaround in 2012. The installation, in which the company wants to replace existing coker drums at the 58 000 bpd refinery, is not expected to increase production or change the crude slate at the refinery.

Texas

A residual hydrotreating train was depressurised at BP’s Texas City refinery on July 18.The despressurisation occurred in order to facilitate repairs to isolate and repair a leak at the unit's heat exchanger.

Valero Energy has stated that a coker unit at its refinery in Texas City is continuing with operations, despite a power ‘blip’ at an associated compressor. There were reportedly no material impacts to production associated with the power trip.
