ONEOK Hydrocarbon receives EPA GHG permit

The US Environmental Protection Agency (EPA) has issued a final greenhouse gas (GHG) Prevention of Significant Deterioration (PSD) construction permit to ONEOK Hydrocarbon.

The company plans to expand their operations at their existing natural gas liquids (NGL) processing plant in Mont Belvieu, Texas. The permit allows the company to construct two new units at the facility. The units will use a process called fractionation to process natural gas liquids into products such as propane and butane.

The estimated price for the project is US$ 800 million. After the expansion is complete, the company will add 15 – 25 permanent jobs.

In June 2010, EPA finalised national GHG regulations, which specify that beginning on 2 January, 2011, projects that increase GHG emissions substantially will require an air permit. EPA believes that states are best equipped to run GHG air permitting programs. Texas is working to replace the federal implementation with its own State program, which will eliminate the need for businesses to seek air permits from EPA. It is believed that this action will increase efficiency and allow industry to continue to grow in Texas.

EPA has finalised 44 GHG permits in the state, proposed an additional 7 permits, and currently 19 additional permits are under review.

EPA Regional Administrator Ron Curry commented: “EPA will continue working with companies to ensure they have the permits they need. ONEOK and many other companies in Texas have shown that limiting GHG emissions makes good business sense”.
