TotalEnergies LNG Services France to launch LNG campaign

The war in Ukraine has exposed the need for the EU and France to diversify their gas procurement in line with the European Commission’s REPowerEU plan. Similarly, the French law on emergency measures to protect purchasing power includes provisions aimed at securing the country’s gas supply and introduces a specific regime for the operation of an FSRU on French territory.

TELSF is working on the installation of a new LNG import facility in Le Havre, in northern France, which is expected to start operations in September 2023. In accordance with the request for exemption it submitted to the French authorities, the affiliate is organising a call for expression of interest with a view to marketing up to 2.5 billion m3/yr of regasification capacity in its FSRU based in the French port, for a five-year period from September 2023.

The marketing campaign will include two phases:

  • The first phase, a non-binding call for interest, will run for two weeks between 16 – 27 January 2023. After signing a confidentiality agreement, interested parties will receive a memorandum of information detailing the project, and an Expression of Interest application form allowing them to specify the amount of capacity they wish to book.
  • The second phase will be a binding open season, expected to be launched in March 2023.
