India
In early February 2014, Reliance Industries are apparently planning on shutting a crude distillation unit at the Jamnagar refinery for maintenance. The work is expected to last approximately 2 weeks. The unit being taken offline has a processing capacity of 330 000 bpd.

Reliance Industries has awarded IDE Technologies of Israel a contract to supply a SWRO plant for the Jamnagar refinery. The 168 000 m3/d unit will be the first plant of its type for the complex. The unit will be important to the site as seawater desalination is the only source of water to Jamnagar.

Nigeria
Nigerian National Petroleum Corporation (NNPC) workers held protests last week against plans to privatise the nation’s four refineries next year. The workers protested under the Petroleum and Natural Gas Workers Senior Staff Association and National Union of Petroleum and Natural Gas Workers. The protesters, all wearing red caps and t shirts have apparently vowed to resist all plans by the Federal Government until they are withdrawn.

Uganda
Six international companies have apparently been shortlisted by the Ugandan government for the construction of a new refinery. The facility which is estimated to cost US$ 2.5 billion will be located near the Lake Albertine Rift basin in Hoima district. A company will be chosen from the specified six to lead the project during the first half of next year. The companies are;

  • A Chinese consortium led by Petroleum Pipeline Bureau
  • Marubeni Corp, Japan
  • Petrofac Ltd, London listed
  • Vitol Group SA, Switzerland
  • SK Energy Co., South Korea
  • RT Global Resources, Russia.

USA
The US Chemical Safety Board is seeking a change in how refineries in California are overseen. This is following a fire at a Chevron Corp. facility that resulted in thousands of local residents seeking medical attention. The board is looking to implement safety systems that are similar to those in place in Europe and Australia which are far more rigorous.
