India

Hindustan Petroleum Corporation Limited (HPCL) is going to revive plans to build a Greenfield refinery in Viskhapatnam. Plans to construct the refinery were scrapped after HPCL lost the land purchased to build upon. The company is now planning to build at 9.5 million tpy facility at the cost of Rs 20 000 crore.

Russia

OAO Gazprom Neft has commenced operating a US$ 100 million bitumen processor at the Moscow refinery. The 1.7 million tpy facility was constructed in an effort to reduce pollution levels. It is also part of a US$ 5.2 billion overhaul project at the plant.

Saudi Arabia

Testing of the new Jubail refinery owned by Total and Saudi Aramco has begun. The facility cost US$ 14 billion to construct and is scheduled to become fully operational by the end of next year.

Turkmenistan

JGC Corp of Japan is going to prepare a feasibility study on the construction of a new refinery in Turkmenistan. The plant will be built in Okarem, Balkan region and construction is going to begin in 2015.

USA

Calumet Speciality Products Partners LP is planning to expand its refinery in Karns city. The expansion work will allow the plant to convert natural gas to a liquid that can be used as a feedstock. Calumet is looking to have the expansion online by the middle of 2014.
