South Sudan

The opening of an oil refinery in Unity state has been delayed as vital equipment is stranded at the Kenyan port of Mombasa. The opening was due to take place on the 9^th July.

India

HPCL-Rajasthan Refinery Limited, a joint venture company, is to be the most advanced refinery in the country. The refinery will have ultra modern technology, brought from the Universal Oil Product (UOP) of the US.

Hindustan Petroleum Corporation is aiming to complete the project by the end of 2017.

New Zealand

Mobil Oil New Zealand Limited has announced that it has commissioned an upgraded fuel oil facility at its Mount Maunganui Terminal, increasing its fuel storage capacity by more than 8 million ltr.

Mobil’s Lead Country Manager, Andrew McNaught, has indicated that the project has been undertaken with the intention of better servicing the rapidly growing demand from cargo vessels and cruise ships at the Port of Tauranga.

The terminal’s boiler facility has also been modified as part of the project, and its control room and operating system have been upgraded.

USA

California

A state panel convened in the wake of last year’s Chevron refinery blaze has recommended the creation of a refinery safety task force, with powers to impose stiffer penalties and improve air quality monitoring standards.

The panel, formed by Gov. Jerry Brown, in response to the 6^th August fire, has recommended that existing regulators work together under a single task force that would be created within the EPA by 1^st September. Known as the Interagency Refinery Task Force, it would bring together the work of a number of state agencies with a role in regulating refinery operations, and ensure that they all freely share and have access to the same information.
