India
Indian Oil Corp (IOC) has voiced plans to build a Rs 30 000 crore refinery in Mundra, Gujara as it looks to increase its refining capacity to 100 million tpy. The company currently has a processing capacity of 54.2 million tpy across seven refineries. The company also owns a plant with a processing capacity of 11.5 million tpy under its subsidiary Chennai Petroleum Corp.
Iran
It has been reported that maintenance work, currently ongoing at the Abadan refinery will be complete in mid April. The 360 000 bpd facility was shut for planned work on 10th March and is expected to decrease Iran’s fuel oil exports by 50%.
Kuwait
Bids of more than US$ 12 billion have been approved to allow the major overhaul of two refineries in Kuwait. Contracts for the work have been awarded to a consortia of companies lead by Petrofac, UK and Fluor Corporation, USA. Petrofac will provide EPC services and 19 new refining units at the Mina Abdulla refinery and revamp five existing units at the Shuaiba refinery. Flour’s contract involves EPC services and associated commissioning and startup and testing support.
Nigeria
The Nigerian Union of Petroleum and Natural Gas Workers (NUPENG) has spoken against the government’s plans to privatise the country’s oil refineries. The union is shocked that the government is pushing on with plans to sell the four facilities after the Nigerian Petroleum Minister had publically promised that this would not happen. A Memorandum of Understanding has been signed by NUPENG and the Nigerian government to ensure that dialogue continues throughout the sale process.
Nigerian National Petroleum Corporation (NNPC) has announced plans to construct two new refineries making the country a petroleum products refining hub. The company’s plan is to increase domestic refining capacity for petroleum products to 850 000 bpd by 2020. The company is also discussing plans to revamp the country’s existing four refineries.
Over the last month, the 4 Brigade of the Nigerian Army in Benin has carried out 592 raids against illegal refining and destroyed 98 illegal refineries. 141 boats, 15 trucks and 40 illegal fuel reservoirs have also been destroyed due to relations with illegal refining activities.
