Canada
Ecopetrol is to restart its 80 000 bpd refinery in Cartagena in the first half of 2015 following expansion works.
The refinery’s capacity will double to 165 000 bpd when it re-opens and it will be adapted to process the heavier crudes Columbia produces, reducing dependence on imports.
USA
California
A public hearing on a propane and butane recovery project at the Phillips 66 refinery in Rodeo was continued by the Contra Costa Board of Supervisors this week.
The hearing, on appeals of the Contra Costa Planning Commission’s Nov. 19 approval of the project and on its final environmental impact report, started on 21st January and was supposed to continue on Tuesday.
The appellants are the environmental organisation Communities for a Better Environment and the law firm Shute, Mihaly & Weinberger on behalf of the Rodeo Citizens Association.
Indiana
An assessment team, comprised of representatives from the Coast Guard, Environmental Protection Agency and BP, stated in Friday that no further cleanup actions were recommended following a scheduled return visit to the BP Whiting Refinery to conduct a Determination of Clean survey.
The Coast Guard was first responded to oil discharge on 24th March.
